COMPETENCE DOMAIN SCALE CONCERNING THE USE OF ELETONIC INFORMATION SYSTEM SEI

Abstract

This article aims to construct and investigate evidence of validity of a scale that measures
competences mastery related to use of the Electronic Information System (SEI).
The scale was developed based on bibliographical review, documentary research, semantic
evaluation of judges, and pre-test. The questionnaire was applied through electronic
means in two Brazilian public organizations: University of Brasília (UnB) and Superior
Court of Justice (STJ). Three hundred thirty-seven SEI users took part in the study. Descriptive
and exploratory analyses were conducted, as well as multivariate techniques
such as exploratory and confirmatory factorial analysis. The results indicated the relevance
of factorial solution consisting of: Factor 1: general operations with documents and
processes, with 28 items; factor 2: initial procedures on SEI that contains 10 items; and
factor 3: special features and external users, with 6 items; with 65% of total variance
explained and α = .98, α = .91, and α = .93, respectively. As for the precision of the
instrument, good indexes of internal consistency were verified for the three factors.
