COLLABORATIVE GOVERNANCE IN PUBLIC POLICY MANAGEMENT

Abstract

The governance of cornea donation networks is investigated, presenting the proposition that collaborative governance, defined as mechanisms, rules, and norms of collective actions created and or adjusted by local actors to each reality, is a management tool capable of solving the network functionality and results. Two networks of cornea donations in the State of São Paulo were investigated, using a qualitative strategy, interviews, and data from secondary sources. Results show that collaborative governance in the FIRST Network resolved the functionality indicator, which is the focus on the task and the results. In this case, the results are the number of donations and the waiting list. Those results did not occur in the SECOND network, presenting unresolved conflicts. The article offers the benefit of advancing theoretical knowledge about governance and, above all, offers a matrix of indicators that can guide the management of this public policy in Brazil.
