HOW DO LEADERSHIP AND QUALITY OF LIFE RELATE IN THE CONTEXT OF TELEWORK IN THE PUBLIC SERVICE? THE MEDIATING ROLE OF HUMAN RESOURCE MANAGEMENT PRACTICES

Remote work is increasingly common in the public sector, driven by the pandemic and post-pandemic effects of Covid-19. However, there is still a gap in the literature regarding the testing of more sophisticated models involving variables related to people management and organizational behavior. Notably, the relationship between leadership, human resource management (HRM) practices, and quality of life in telework (QLTW) remains unexplored. Consequently, the main objective of this study was to verify, using structural equation modeling, whether HRM practices can mediate the relationship between leadership and QLTW among public servants who are or have been engaged in remote work. This quantitative and explanatory research gathered a sample of 158 public servants from approximately 50 different organizations. The results revealed the partial mediation of HRM practices concerning the telework context, one of the QLTW factors. These findings represent a contribution to the literature by addressing the identified gap. As practical implications, the results provide valuable insights for public managers, as understanding the importance of leadership and HRM practices in fostering a healthy telework environment can enhance public servants' experiences in this context.
