This article aimed to investigate the relationship between innovation-oriented behavior among public administration workers and the implementation of innovation in the Brazilian public sector. The research adopted a quantitative descriptive approach, with data collected through a survey conducted with 101 public administration workers from the InovaGov network. The data were analyzed using descriptive statistics and structural equation modeling. The tested hypothesis was confirmed, indicating that innovation-oriented behavior has a positive and significant relationship with innovation implementation. The results show that public administration workers with an innovative profile adopt more efficient practices and drive structural changes. The analysis of innovation-oriented behavior highlighted positive aspects such as curiosity, openness to risk, and collaboration among public sector professionals—essential elements for generating and adopting new ideas. However, the low scores in iteration and experimentation point to a gap that may compromise the effectiveness of innovation implementation. It is concluded that fostering innovation-oriented behavior among public administration workers is essential to promoting change and optimizing public administration. This research provides insights for those interested in transforming the public sector into a more adaptable and responsive space to meet societal demands.
