Abstract

With the enactment of Law No. 14,133/2021, which replaced the old bidding and contract rules, the legislator focused on improving the planning of public procurement, in order to establish new instruments aimed at improving the governance of public procurement and contracting. , in order to efficiently meet social and collective needs and demands. The Secretary of State for Justice of Espírito Santo - SEJUS has a legal obligation to provide material assistance to prisoners and internees, so that the new law on Tenders and Administrative Contracts is a necessary instrument for the body to achieve its objectives and promote the dignity of those who are deprived of their freedom. The objective of the article is to analyze some changes that the new bidding law brings, as well as to identify what opportunities these changes bring to SEJUS' acquisitions and contracting. Some of these changes have practical application in the secretariat's hiring and acquisitions, such as the extension of the validity period of price and contract registration minutes, as well as the increase in the limit for the exemption from bidding based on value, which may reduce the number of procedures currently carried out, which can generate savings for the State.
